I keep seeing these dark elf characters in manga and they're hardly ever dark-skinned, evil or repulsive, contrary to western fantasy. Instead, they're often seen as a bad omen, and they get persecuted and enslaved for no reason other than prejudice.
The more I think about the more it makes sense to me that authors see the 'dark' part and interpret it as a kuro gyaru archetype ('black' gals) - flashy delinquent-looking beauties who tend to be kind to otaku, at least in manga.

Dark elves are not supposed to be evil. They coms from the norse mythology and they are never described as evil.
Neither are they all evil in the Japanese pop culture, a huge number of work have dark elves as just a different kind of elves than light elves.

Also, the Gyaru you talk about are not dark skin like the dark elves are supposed to be. Dark elves are supposed to have a skin darker than pitch black, they are not supposed to look like some tanned girl that just want to get fucked by half a country.
