I really don't understand why people hate this so much. The plot only hasn't progressed because rather than Akari revealing her true feelings, she's trying to "appease" to him. Jirou still thinks she likes Minami, which is probably the only reason why he's chasing Shiori. He's still under the guise that Akari is doing this to get the A, and she herself hasn't argued against that. As well as that, the plot has progressed to the bottlecap, with both of them basically in love with each other, but only stopping since they think that the other likes someone else. Once Jirou realizes Akari's intentions, he'll go in for a loop choosing between Shiori or Akari, but he'll choose Akari.
