I'm betting they did, it's a three fold reason.
1. Rudou can be mad about it (also to make sure he can't be happy)
2. Make readers really hate the Antaganist group (Cheap shock death)
3. Not have to deal with a person who's now realised she's been raped the whole time and is regaining her emotions. (Can't resolve or deal with any of that no siree)

That's often the level of dissatisfaction we get from a 'tragedy' tag. Cheap deaths and justifying the protagonist going on rampages.

For point 3, that's what character development is for, especially if it's done through good vibes with the protagonist. There are many amazing examples out there ... I wonder if it's the editorial departments or the writing culture of essentially not accepting 'used' characters, so they basically toss them aside. Not sure what's a better way to phrase it.

Calm down, EVERYBODY CALM THE FUCK DOWN! No, for real though:

1. Amo's alive, don't worry. Her losing her boots might be in some parts worse for her than dying, since it bacame a part of her, saving her life. Also, Urana-sensei is not afraid of showing us dead bodies and here we neither got a bodyshot, nor a single drop of blood on the ground. Not even an fx of slashing, blood dripping etc. She's alive!

2. I adore that development and conviction from Rudo, his relationship with Amo will be vital for her and maybe vital for him - to remember who he's striving to be. Might even turn him into a bit of a messiah to down-trodden, but I'm looking way ahead of "now", sorry xD

3. Rudo's gunning for revenge against the angel, but INB4 it becomes way more complicated, than "he killed Regto with cold blood, imma kill him now". We don't know their goal, who's leading them and why exactly Regto had to die. Let's hold our horses.

4. I misread the Leader's dialogue when this arc was about to start. I thought it's not about Amo, because I believed they were talking about a person. They did not though. The Leader meant "another part of the set", namely the boots. Now I feel dumb xD
