Well there's been a SCOTUS case regarding public domain in the 50s i believe.
Basically a company or corp owned this towns roads and sidewalks, as in built em, no city or state influence, and wanted to ban people from using it without a toll.
SCOTUS ruled that the company's private property had become public domain, because everyone HAD to use their sidewalks and roads to get anywhere. Therfore, they could not charge.
It would not work for a small site like mangadex, since they also have competition, but for Google, Twitter, Facebook, Youtube, which has a near monopoly, it can.
