Believe it or not, I have heard a few stories here and there, sure... some of them must be isolated situations, but Japanese "decorum" does get in the way of their intimacy a lot.

Acts like hugging in public are very frowned upon, to the point it affects even their moments alone they still hesitate like this.

Well, there is the fact this is a fiction story, so some things are exaggerated, but there is a thread of reality for why it may appear so much in stories like this.
