Doesn't Japan have like a bazillion police officers? In manga and anime there's always a cop around every street corner. Even if they are so incompetent they can't solve any crimes without the criminal's confession. If the JSDF can't do anything about rioters, due to being so toothless, the cops certainly should be able to.

Japanese cops are trained not to resort to their guns until an order has been given from the higher ups, and they're not going to be able to overpower the Chinese Special Forces unit mixed in with the sheer number of rioters with just hand to hand. Any slip up on that part and now you have armed rioters/Special Forces in control of the GATE.

Plus the local government doesn't want the bad press both local and international of hundreds of "peaceful demonstrators" getting gunned down in the exact same spot the original invasion started at.

They need to break the will of the rioters with a massive display of force, hence why they ordered the retreat from Alnus. They need to get back to the other side before the Chinese manage to close the GATE on the Japan side and completely cut them off.

I feel like a pro-JSDF person would also be extremely irritated by the restrictions placed upon the military by the Japanese laws and customs. So, while this series greatly enjoys depicting the JSDF beating barbarians, at the same time it would make sense the story would make many other things about the Japanese society look worse than they are.

Demon Lord Retry! is getting one and i never lost hoped on that.

Index went a decade with nothing and then suddenly got greenlit for a new season, so anything's possible.

Japans police is very lightly armed unlike say america's police force, in fact, im pretty sure most of them have never needed to fire their guns before.
So asking them to stop a 1000 armed rioters (which includes many chinese soliders) is really not gonna end well for them.
