normally yeah the artillery would be better since its air burst can produce a 100% sure kill radius of 30m but against an armored dragon you would probably want sheer explosive mass aka a fuck ton of c4 come to think of it was it air burst or impact...

bro don't underestimate C4's those thing can a level a building let alone a dragon that thing is a tank but have you ever heard of using own hardness to destroy its internal just like now that explosive shockwave of 70kg c4 even Main Battle Tank might flip or have its armor get dented, also those SWORDS are magical swords so maybe made out of mithril or something.

also 70kg+ of C4's is much powerful than combined power of those Artillery shells and Tow Missiles
