public security bureau, foreign affair division is equivalent to the CIA in the US, which job is counterespionage, counterterrorism, and monitor any national threats.

It's already built. Considering everything that happened, while managing to have no deaths occur directly. I'd say they're quite a competent bunch. Probably the thing they could improve upon was the placement of generators.
