She was basically roaming around the sky of the kingdom and feel the weather disturbance that develops in the next 7 days, and then report back her findings in the castle so that the news program will report it to every nook and cranny of the kingdom place. It solves the issue of the many deaths the fishers folks cause they dont know the weather ahead of time before souma's reign

Yes. At beginning, Serena was there as an Anti-Thot Charm for Poncho. But, because Poncho always cooks delicious food for her, she ended up fall for him. If you see at page 26 in this chapter, you can see how Serena eyeing the lunch box Poncho gave to Carla. That's how much she was smitten by Poncho's food. Lol
