Wasn't an option until now, and we don't know if the new engines are strong enough to actually break through thick ice sheets.IDK why they just don't make a few ice breakers and have them patrol the area. The ice freezing isn't a problem if you keep it from freezing back together regularly.

I guess it'll come down to whether they can gain enough comfort to not feel a need to conquer more territory.If they don't eat fruit and vegetables now, a massive change in diet might be detrimental.
I guess that introducing a magic-motorised sled isn't going to be too dangerous yet. This is a country with great craftsmen, and warmongers who are interested in capturing northern territories, so opening transport lane could eventually lead to war. But I guess that while wyverns remain essential for war in the northern regions, they'll have trouble making any progress.
