Well Neptunia did have DLC, but there was also a builtin texture importer. (mk2 and victory had it)
so you could import a special layout and change their costumes. even make nude ones

@Halo, you KNOW how banners work right son? If you ROLLED for the banner that had the RATE UP characters and you GOT them then it wasn't actually luck when you get a guaranteed 4 (or above lol no) from said banner.
