@Trippersigs22 it's all about frame. Y'know how they say a big dick doesn't look all that impressive in a tall man? Same principle. Cups take not only the breasts, but the back line. So you could be a tall woman or a wide-framed woman with a J-cup, which wouldn't look all that impressive, or a 5ft2 woman with a J-cup, which would make most of the curve essentially breast.
