You know I hadn't considered the possibility that the characters might be legitimately supernatural themselves, rather than just having supernatural stuff happening to them, a la ARIA. I'd been treating Cocoa as in the same category as Akari, who isn't herself supernatural, but Cait Sith, who is, is distinctly interested in her, so supernatural stuff happens to her.

Chapter 155 in particular all but confirms Cocoa does have magical abilities, and is herself consciously aware of them by that point.

Saki is Chino's mother, remember that Saki (Chino's mom) and Choco (Cocoa's mom) have a matching staff, and we know that Saki have some kind of real magic as she went to meet Cocoa during the first halloween, she was the one who took grandpa's soul to heaven and Cocoa met her when she was a child when she casted the spell to grandpa, and remember that Cocoa's staff is Saki's.
