Well, she doesn't have any obligation to deal with the Ice Dragon personally.
It isn't her job.
Now that people she cares about are getting involved she have a personal reason to do so.

@Hikari_Owari im not saying its her work or obligation to kill the dragon, its just that she fails as a guide here, there was a time to intervine and it was before the fight, she just didnt do it coz the dragon ''must'' have a reason, but now that ppl she knows are going to die shes gonna make her move even doe she still doesnt know why the dragon is attacking.
You cant be a guide if u let ur student fall of a cliff when u hold the map, acting just coz it affects her personally is kinda shitty of her, if she didnt talk to those 2 in that moment she would have let the dragon attack the town, just watching from the sidelines.

Hell, if she wanted she could have like hurt the dragon so the army could take it down, or debuff it or maybe buff the army? we know shes so fucking OP that she needs to seal herself so we can assume she can literally do a bunch of things to help everyone but she doesnt.

tl;dr = not obligated to help but if she cares about the whole guide thing she should...
