I'm with @Yurisivel about that feel the axe coming, after all aside the big bad who else stand to be the antagonist, the magical girls? (utena will never fight them at full force, aiming for a status quo instead).
the only way to see continue this manga is doing a magic pets arc and yet this only enough for 2 more volumes, 3 at best.
