I've been worried since the beginning about the fact that, even though it enjoys beating up on him, we're supposed to think he "does have good goals, and so deep down is a good person".
Meanwhile what we've
seen is a guy who goes, "We must fix the corruption of my rivals, but it's okay if
I do it". That is generally... neither a good person, nor someone you want in charge. >.>;
Also: Whenever it claims he's really doing it all for the country, I want everyone to remember the moment in the first chapter where he ripped up the miasma-cleaning talismans the protagonist made because they didn't hold up to his "standards" of her stuff being so much better than everyone else's. Her stuff being "amazing" kinda seems more important to him than actually getting the job done, and what does that say?
The author can claim whatever they want, but they've firmly painted a picture of a guy who really only cares about himself and his own advancement. There's plenty room for character growth, but you can't just up and sell him as "actually a good guy" at this point.
