The skull stops growing at a much younger age than other parts of the body, and the heads of adult humans tend to be pretty similar in size even when the bodies are not, so proportionally small heads are common among people with gigantism or even just above-average size in general IRL, and a proportionally small head is a very good way to make a character look tall even when you don't have another person or object next to them in the shot to compare to - the character's head itself becomes the object that establishes scale. This is also why characters drawn in a chibi style (with proportionally larger heads) read as "small" even when drawn with no background or frame of reference.

Never heard of em, and neither has the author. People's sizes are all over the place from normal girl to Horny Orc all the way up to 8 meter tall demonic fuck machine, sometimes as quickly as frame to frame. Nobody has a consistent size or modeling.
