No, the ref dont only whistle if the ball changes possession, he will whistle if he can see that there is no advantage even if the attacking team keeps the ball. Also there is no advantage to give here, the defender kicked the ball out of play instantly with her tackle and it also dont really matter considering it happened inside the box, so its just a penalty nothing else to discuss.
Also this is not what you call a tactical foul… A tactical foul you use on the middle of the field to stop a dangerous attack, this literally happened inside the box, its a clear penalty everyday of the week.

Also thats not a tiny bit part of the shirt, she straight up put her hand inside the shirt to get a good grip🤣 Whats more it happened inside the box, so its a penalty. Any ref can see this, which is why since there apparently is a ref (hard to believe) in this games, they must be supporting the other team…
