Yeah, plus it doesn’t help that little Miss fan girl not only clinched with her, but shoved her to the ground as well. MC probably thought throws were allowed the very second yasuki did that since nobody called her on THAT foul.To add to the explanations already given, Kiho is a Judoka, and in Judo a hug like what Yasuki did would usually be the first move in a close-in body throw. Kiho misunderstood Yasuki's intention in holding her body to talk to her and thought that straight-up grappling was allowed because that's what she thought Yasuki was trying to do.
