I would almost say Asia in general, or at least East Asia in terms of hierarchical work structure. Though, hopefully it’s slowly changing with the old(er) people retiring, etc.

Of course, it’s possible the author exaggerated things for the story, but the dearth of competent professional character beyond the MC is kinda sad if it is actually reflective of the author’s real experience.

Not even Asia, just in general incompetent/egoistic higher-ups is pretty common setting to create conflict for protagonist to deal with.
They just show it in different ways.

The "Are you serious?" meme from Spiderman is an example.

Also keep in mind Argan is OP compare to normal people.
Even the appraiser from the guild said she expected to work into the night to handle the workload from the crowd she saw, but Argan just blazed through it all.

Poor judge of character there, mate. If she WAS an easy woman, she wouldn't have had trouble with that manager. And the simple phrase she used "I'll try my best" when using herself to reward Loran says that she's not use to that type of thing. Hostess make quite a bit of money (normally) for her to not offer money to Loran instead offering herself also says a lot.

Final point, had someone told Loran that it was "normal" to take her up on her offer, he would have done so without a second thought. Remember, all it took for him to sleep with the branch manager was Lalia to give the ok.
