Except for some bonafide psychopaths who are mentally incapable and even those would be able to pretend to have empathy because they know how others would perceive them. Your idea of evil is a construct created specifically to make it easy to hate people by othering them to a degree where they "feel no evil", so it's ok to exterminate them. Kinda ironicKeep in mind, that it's Japan, which is redemption crazy. Evil, but sad backstory -> cleansed/cured/redeemed. So author needs to make it clear that these people deserve what they get.
Also, as I've pointed out before, this is realistic. There are plenty of people who think exactly this way - that some other race(s) is just subhuman vermin that needs to be wiped out to make the world a little more livable. And they don't feel evil, and they have friends and people that they care about. (You'll find plenty of examples in one of the current conflicts.)
