if they want to kill the heroes why did cubel leaving? Or is he no attacker but makes no sense if he could defeat merus with full power. Make no sense to not just defeat the hero with his strength right? Normally they do not meet in Mangas but here he is before him twice and still do not attack with so much advantage?

From what I understand, cubel wants them to get stronger, i don't think their goal is to kill to heros and take over the world, but to summon the demon god and take over the celestial realm. He can't summon it until the heros get stronger due to the celestials wanting to keep the balance between the good and evil sides
