Help me with manga about fictional japanese empire occupying china & flying ship

So the manga begin about fictional Japanese armed forces takes/rob resource from some village. Then the manga shower flying battleship (historical Japanese battleship but flying/floating in the air) (also there is exist ocean of forces that make ship with some device float in It's surface). Then the MC was a douchebag from some Tribe with a servant girl. Those two were wanted by fictional Japanese authority.
