Hey Referee, you're calling out this shithead's use of an illegal or rule breaking magic. You can go ahead and disqualify him immediately.
No-one said the referee is actually capable of stopping the asstard's magic...
EXACTLY. In fact, the referee even stated immediately beforehand that the spell he was using exceeds the protective abilities of the hairbands.

Also, there's the fact that they're expected to play by the rules, so there's no need for a Bigger Fish to be around. Right? RIGHT?

Yeah, no. I bet that Princess Salvia may have had something to do with that. It's like what carmozo here said...
Still better than losing to someone from a lower class...
...and how can I be the loser if my opponent is not even alive!
Yeah. That actually is his thought process. Because if he's the one who's still alive at the end of the duel? The nobility/royalty will find some way to handwave it away.

"Oh, the referee is surely mistaken! And what a tragedy for the hairband the Grossaria boy was using to have been defective!"

Do magic staves get customized that much regularly? If no, the ref was pretty lenient to say Yuuki's staves were "regular". And even if yes, i would still wonder at the ref allowing someone to bring 3 staves to the fight.
I'd guess the referee only checked if the staves possessed any magic on their own, which they didn't because Yuuki only activates them by injecting his blood inside, which he would do after he got them back from the referee. If the referees started rejecting staves purely based on their physical design/style, it would mean nobody could use their own staves. Identical staves would need to be provided by the house before every match. That would obviously favour any person whose own staves just happened to be very similar to the stock ones provided by the house. If someone had trained and used a different kind of staff... Well, life isn't fair. However, chances are noblemen would have fancier staves, commoners generic ones, so how could the house favour commoners over nobles? So, the idea is probably dead in the water.

And yes.. Shitty Noble Brother 101 may just have forfeited te match, but if our MC doesn't survive, or at least becomes severely incapacitated he'll still have fulfilled his primary job: demean lil' princess, deprive her of her knight, and make the redheaded bitch princess happy..
Things like "cheating" is minor compared to Getting Results and the continued patronage and protection of a political heavyweight.
Peeps will "forget" the cheating, they will not forget the utter ruthlessness displayed, and ....reconsider their options for support..

These are people that do not play by our modern "fairness" ruleset...
corporations don't play by our modern "fairness" either (once they get beyond a certain size) but the only people with a plan to stop them are decried as "authoritarian dictators" so there's that.

there's so many ways to handle the sitch it's hilarious.
the classic CIA move would be to say that the kiddo's normal spells couldn't break through so they tried a big spell but it backfired and blew themselves up, and then silence the ref quickly, if ref is likely to try something funny you unalive them and say they "got caught up in the blast" or some shit.

By casting that spell, didn't he automatically lose the duel? It wouldn't matter if his familiar won. Though I doubt that it will matter that the spell is in violation of the rules it'll just be handled. It would be the crushing defeat he deserves.
Technically yes. At the same time, technically losing the duel because you got disqualified for killing your opponent and actually losing the duel because your opponent was just better than you gives out two very different reputations.

Both are blows to your dignity, honor and all that, that is, you lose face, but one loses a lot more face than the other, specially if you care more about the reputation of strength than that of honor. And that's before the possibility of some aristocratic corruption trying to cover it up and retroactively declare that "it was actually fine" and either say that the arbiter didn't say what he said or was wrong in his ruling.

Now, of course, it will fail miserably at actually harming the protagonist, so not only he'll lose face for using the forbidden technique but also lose even more for doing so and then not managing to defeat him anyway.

As a sidenote, if the protagonist really wanted to clown on the dude, he could also go for the "let me lose from a technicality" by, say, completely dominating the fight with zero stops, and then just before the final blow, disqualifying himself by asking Iris if she wants him dead or not. Not much point in doing this in the particular context this fight is taking place, but it'd be funny, and he'd certainly be even more pissed aftwards.

Ref doesn't need to be able to stop the magic, just loudly proclaim the asshole to be the loser and that he'd tarnish his reputation even further should he fire off that magic. Afterall, what is the point of setting up a duel with specified rules, and agreeing to those rules, if he just ignores them anyway. Best case scenario would be the King or someone high enough to have the power to decide this sees this behaviour and strips asshole of his title due to tarnishing the ritual of a duel.

Ah yes... And Tournaments, in days of yore, were, of course, never used to settle feuds, even though doing so was against all the rules of chivalry, some actual laws, and quite often popular sentiment.

That's why there are so many accounts and examples of exactly that happening, quite often with the victor gaining standing and reputation...

And the King, in allowing this, is full well aware of the possibility of exactly this happening, and quite probably approves..
Power >>> Chivalry..
And you're talking about a duel between two untried Escort Knight here... They're supposed to keep their charges safe , regardless of the means...
He probably expects both combatants to treat the Rules as "suggestions", and will leave it at that unless one of the combatants truly disgraces himself.
But this? Ah... those young bucks... always clashing heads.. let's have them get it out of their system and maybe they'll grow up to learn some sense..

in a normal world where you don't fight duel to the death, he should be able to stop them one way or another, either by using some kind of installed magic that stop the fighter spell [or an artifact of some kind] or by being a strong magus themselve like the higher fighter is a C rank? put a B or A rank as a referee
i mean mma referee know how to fight themselve and they need to because some fighter do go berserk and need to be stop to chill out
