In other words, she's surprised because she didn't think trying to change the story would cause a change in the story. They added the carriages to improve mobility of the people to increase resilience towards bad events, and one of those things was allowing an OP maid to travel so she could prevent a bad event.
The changes they made are not insignificant, and the effects they had were what they aimed for. This is not a small change causing major effects, which is what the butterfly effect is. Cause and effect is if you kick a ball, it goes flying. That's what happened here. That's not the butterfly effect.

BUT...
It would definitely take big leaps in logic to assume that the creation of carriages (which was purposed and developed with a whole different purpose in mind) would lead to Maxwell and Luciana coming to the ball together. I'm saying this as if to piece together just those 2 facts alone would lead to some form of confusion.

Yes, the creations of carriages isn't small but the social interaction part that came with it would not be considered major.
There is also the fact that Melody is the bigger more important factor lol.
The main reason why Annemarie is surprised is because of how out of left field this change is for her. Something that was meant to be change in just one sense caused another change to happen. It would definitely big take leaps of logic for her to get to that fact that the carriages played role in the changes (especially without knowing that Melody is also a reincarnator as well). Simply put Annemarie expected changes but not to this degree of changes and from such an unrelated thing.
Also you didn't call me out on the butterfly effect being cause and effect on steroids so I consider this a funny win.
I find it funny that I just tried to make a funny joke about cause and effect and the butterfly effect would turn into a debate lol.
Edit: I don't really think either of us are wrong tbh. I just think that Annemarie is justified in being confused in the unexpected changes that came with the carriages.
