Not really common, but it's not really that rare even in real life. A number of my cousins are older than my youngest uncle.
In fact, my oldest aunt was really old compared to her siblings to the point that her oldest child (my oldest cousin) already has a grandson back when I was still in 6th grade

It wouldn't surprise me if the culprit is the prez aka oba-sama. I even think she would be the perfect suspect seeing as she clearly loves Yuzu more than what we see now. It wouldn't even be shocked if she has large scale posters of Yuzu all over her bedroom walls and ceiling.

Fake out. President Oba-sama is clearly after Naoomi. This is clearly a Tsundere - including having him move to a place far away he's away from Temptation (yuzu) and doesn't know anyone but her, and she'll visit often to "keep an eye on him".
