I read a similar manga where instead of changing genders, it turned guys into femboys (wearing girly clothes, makeup, etc.). It started as a trend but then it's revealed to be a chemical accidentally released from a government lab that's causing guys to dress up as girls. They eventually found a cure, so the femboys all turned back to guys (behaviourally) but it didn't last, so the effects were permanent.
