I believe it's a Makai Dragon Luminous Sword Keychain. It's been adopted as a symbol of "chuunibyou" culture, and is distributed at a ton of tourist locations. It also appeared in Pop Team Epic? I hope that's not where you saw it. lol. They've actually been manufactured for a while now. Almost 30 years or so?
More on the Chuunibyou business: if you look at the Japanese Amazon page, you see some pretty intense comments....
