The folding of steel was a traditional method to improve low quality steel. It removes impurities and gets a better distribution of the carbon atoms.
These days the katana creator can buy steel of whatever quality they need, so the folding isn't needed anymore.
So now it's just done for aesthetic reasons.
Well as the wiki states folding it more then 20 times blends the carbon into the steal to the pint there are no longer any layers just a homogenous blend that neither improves or weakens from the sweat of the individual folding his life away.
As a kenshi player let me tell you it is not the blade and armor but entirely to how well trained the Warrior is I can make a set of armor and katana with everything I can gather over a year and then give it to a new recruit and it will be gone in a couple seconds but if I give a stick to a master warrior he can carve a bloody trail through a city.
