How to I quote/call someone

Not sure on the exact term. But I see people go @Thoraxe41 to quote and I even get notified on my profile about it. How does one do that?

EDIT- Scratch that just apparently never worked before for me.

Lol, I guess you figured it out then. ? Check that there's no space between the @ and username and the username is spelled right if you ever run into problems in the future.
