Well, this manga is an adaption (either from LN or WN, I don't know). A quick search shows there are about ~105 chapters for the web novel translated at a patreon page... and I am guessing this chapter is already 40-50% of the way there at chapter 45 from the headline/title.

Edit: I am not a subscriber, I searched it through novel updates and then patreon.

Yes, an earl does obviously have a demesne, but it wasn't uncommon for nobility to live somewhere else and delegate their responsibilities to their vassals. This happened most often in the form of nobles living in court for political reasons, but some really did just want to get away from their lands or responsibilities. It's certainly not a good thing or respected by commoners, but it did happen.

This is an adaptation alright, but of the LN not the WN, the LN have a different pace and plot from the WN, in the WN this is around chapter 45ish yes, but in the LN this is Chapter 4 of Volume 1, out of 3 Volumes so far, the major difference is that in the LN there is no battles or combat
