If its the dad, why would he not want to preserve his own memories of OG timeline? After all, his own condemnation is a huge reason for keira's death. If he was willing to defend keira, she wouldn't have been sentenced to death. Its kinda weird that he trusted keira could overturn the past and mend their relationship. Plus if im the parent, i wouldn't want my daughter to remember being betrayed by everyone and sentenced to death by her own father.

My bet would be the brother, he knows he'd be powerless to do anything since he's young back then and trusted keira to not fall for cosette tricks if she knows the future. Although, as other commenters said, the regret comment is s good flag for the dad as well

Okay, here's my theory. Well, this is just me tossing around plot as a writer. I haven't read the novel (if one exists) so I don't know. I'm only spoiler tagging in case I happen to be right:

Somebody, after the fake saint was exposed while the kingdom went to hell in a hand basket, figured out what had happened.
It isn't the father. It would have been far more effective to keep his own memories and insure that he didn't fall for the ruse, thus also shielding his real daughter from the awful memories.
It could have been the brother or the prince or the knight. Maybe even the princess, a recently introduced turns-out-she's-a-good-person character.
The hole in this story is, how would any of these people know that Keira is aware that she herself was the real saint? She only knows it because of the meeting in the jail cell, just prior to her execution.
Perhaps somebody witnessed that meeting, but was unable to stop the execution in time, or the fake saint confessed, and told the authorities everything?
But all of these candidates would have been better served to keep the information for themselves, so they could know the truth while they could still prevent the tragedy.
Quite frankly, if it turns out to be the father, the prince, the brother, the princess, the knight... then the writer screwed up. All of these people are better served keeping the memory themselves.
Literally the only person that makes any sense whatsoever was the time magician himself. He found out everything after all these useful people and everyone else useful was dead (perhaps the fake saint bragged about what she did as the kingdom burned). He couldn't keep the memory for himself, so he unwound time for Keira and hope that, with the foreknowledge of her future, she would escape, or hide, or somehow survive until the fake saintess was exposed so she could appear and retrieve the situation.
It was still a bad plan. All he needed was someone he could trust to give him the information so he could save the situation himself. But perhaps all of his acquaintances from the time were already dead, and there was just no other choice.
So, what about the father's dreams? Perhaps it's a side-effect. The time magician just didn't mention that some people will have such dreams. Perhaps it's a fringe effect that acts upon people tied by blood to the regressor, in which case, it's actual proof that she's his daughter.

Pity that it's probably her father -- not that I dislike it, but it's just that I would've liked it more if it turned out her grandfather. Consider that, as Keira was killed and the title of saintess was trusted on some unknown manipulative woman, gramps lost power and influence in the family (a situation that he knew too well that would happen, given his reaction to the execution order), and no doubt he would seek a solution by any means necessary as his situation (and the general state of affairs too, I suppose) grew direr. Also, his own nature would likely force Keira to feel indebted for saving her life, and we'd get to see what is it that he seeks to obtain, after all.

But yeah, it is her father that keeps getting repressed feelings and uncanny dreams, so I would be surprised if it wasn't him.

More than likely her father, because in one of the earlier chapters I vaguely remember him thinking about some strange dreams he's been having about MC's execution, his deep regret, and a spell he took part in.

Its the crown prince that helped cast the spell, cause the dude sus’d out the plot and he would have the authority to call on the greatest mage of the tower plus have access to the MC before she got her head chopped. He wasn’t at the execution too. To remind folks he’s the princess’s brother with the red hair who has an interest in the family and who I suspect is the third ML[\spoiler]
