The two biggest prefectures in Japan (including the one Tokyo is in) have same sex unions with pretty much all of the same rights and privileges.

Also, Japan's Supreme Court equivalent has ruled that same sex marriage being illegal is unconstitutional. The government has until 2027 (if I remember correctly) to start implementing change.
