And the emperor basically has no true allies because of being such an egotistical fuck, so now that she has lost her one leverage, if anyone were to put something of equal value forward, he would take it without question.

Entering the capital shouldn't matter for the vote, a noble's influence isn't based on their eloquence and they don't have more votes than other nobles, it's based on their political influence through economic, military, alliances etc. none of which change whether or not you're in a meeting. It's one thing if others think you can't wield your influence because you're old and dying and thus can't attend, but they all know you temporarily can't be there because of a ban while immense economic pressure will very shortly be removing it.
The votes are all decided outside the meeting anyways, which Lombardi could handle by meeting all the other lords outside the capital.

True which is why realistically she shouldn’t have been celebrating so soon. However, as she said most people already have their first born sons inherit everything so for many this would simplify inheritances especially for families where succession is a bit more complex.
