No. He didn't need to beat the mother. Violence against her doesn't solve the problem. He also should not have put his sister in a hotel. What he SHOULD have done was to have his SISTER come and stay with him. It's your sister for fucks sake and you can't take her in for a few years until she graduates from high school. Hell have your sister pitch in around your place to make up for the additional financial strain (not like he was hurting for money because he put her up in a hotel). That way you leave the mother ALONE by herself to wallow in her loneliness. That punishment would hurt worse than any beating you could put on the woman.

I'm headcannoning since it's not mentioned that the girls must have cashed in on Sayu being silent to keep on spreading rumors against her, why everyone thinks Sayu is responsible instead. And also the fact that her brother said in the present that she learned since to express her feelings well. Clearly her mother has issues so it was a self-defense mechanism, but this habit made her no service.
