The obvious answer to "its ok?" is NO. The age of consent is just the age at which someone can give you the ok to have sex and not be considered statutary rape. Statutary rape is when you have sex with someone who is considered too young to have sex, even if that person agrees to have sex with you.
To make it easier to understand, having sex with someone:
- Younger than 13: Its gonna be considered statutary rape even if you are a minor too. If you are an adult you are gonna get double fucked because you are gonna be charged with rape and having sex with a minor.
- 13 or older but still a minor: If you are an adult you can be charged for having sex with a minor. There can be mitigating circumstances that can help, like the parents of the minor knowing and giving their approval, if you are close in age or if the relationship began when both were minors, but since in Japan there is no Romeo and Juliet Law you can still get charged.
