Her mother doesn't want Sayu's running away to become a scandal so instead she makes people she confines Sayu at home and creates a scandal that way. A different scandal, sure, but still a scandal.

I see zero reason to go back to help the mother save face if the reason to run away in the first place was the mother. Then again, the stigma of shitty family relationships affects sayu too, especially in their kind of society.

It's more like the mother will start acting, even if just to save her own face, and whatever she'd do would not be good for Sayu.

Sayu has all the power here, as soon as the brother has gone, ring the school, talk to the professor, never go home again.

She can do that... if she wants the situation to explode like an atomic bomb. But the fallout would likely be brutal: not only would her family face intense scrutiny, but also those that helped her, including Yoshida. And even then, depending on what the exact reason was for her departure, without evidence the police would likely side with her mother by default.
