I'm pretty sure it has something to do with his spirit core or nucleus that happens to limit is strength, what most he have is experience and he only fought himself in that world not knowing other's fighting strategies and styles.

Still, he has 1 billion years of experience, how is he almost losing to other 16 year olds? I feel like this manga isn't sure if he's strong or not and we never see him use his experience to any sensible level

I don't feel like you're trying to be rude or anything, and I am definitely not trying to be rude or condescending when I ask this; I am asking you honestly: do you understand the concept of "A Billion Years," in the scale of time?

Over 1 Billion years ago the Earth was in the  Middle of the Proterozoic Period; 538 Million years ago, a little more than  Half of the billion year time frame, is when multicellular life first occurred.
A billion years is enough time for him to have evolved out of being human, and enough time for him to have either hit his "peak," or to have compensated easily for the barrier on his soul.
Modern humans evolved from mathematics not existing, to spaceflight being possible in less than half of 10 thousand years, and that's less than a single percentage of one million years... which is only 1% of a billion years.

Even if the TL messed up (multiple times) and only meant a million, it still would be impossible to fight any person in existence and have a TIE.

Even if his spirit core had a block, he would either plateau at some point before then, or he would overcome every human in existence.

TL;DR:
Nah; billion is too long a time-frame.

I love how Rose clearly has a crush on him, but also only has swords on her mind so sparring and training is the most intimate form of flirtation with her.

Yeah, a billion years is overdoing the timeframe. It's already really pushing it, but I can see a million years if we really double-down on him having absolutely no talent so he mostly plateaus without any of the other fundamentals he learned since ending his training period.

Really, I think dialing it back to "just' 1000 years would have been better.

It's not really on a scale human brains are really equipped to comprehend. A hundred seconds is about how long it takes to read these replies. A thousand seconds is about how long it takes to read the chapter. A million seconds is about a week and a half. A billion seconds is over thirty years. A trillion seconds ago, by the way, was before pottery was invented. And that's measured in seconds, not years. These are incomprehensibly big numbers. To use a different perspective, if you use a smaller character, like an asterisk, then you can fit 4,000 of those on a page. A billion of these asterisks would be a stack of these sheets of paper as tall as an eight-story building.

I'm just disappointed that the snarky announcer didn't deliberately mislabel their club as a swinger's club.
