yeah she was, but if Mimi could remember that she and Ibuki are 5 years apart and if we count it by 4 years ago when Mimi still in her old idol group, she could recognize Ibuki when she came to her concert at age around 13 (which is obviously very rare for a kid attending an indie idol group concert alone). she might won’t know Ibuki ever had black hair before, but being the youngest girl who attended a concert with her parent is like 99% that kid was Ibuki.

though yeah… Mimi only able to remember Ibuki came to her concert when she already change her hair color.
