I'm not sure that 60 celsius water causes 3rd degree burns in 1 second. 65 c water takes more than 1 second so it does burn pretty fast but not 3rd degree though honestly usually 2nd degree at worst from expreience if you get hot water on you (too many primed hot tea spills... usually it's around the same temp if not 70c probably, cause kettle physics) hurts like a bitch (thus by defintion not 3rd degree https://stanfordhealthcare.org/medical-conditions/skin-hair-and-nails/burns/stages.html) and a deep layer of skin will fall but not 3rd degree that shit goes beyond skin into muscles and by association can reach parts of the bones tendons and nerves as far as I (not doctor) know.
