You've got the ranking backwards. There are 15 "Demon Kings", who are subordinate to the Four Heavenly Kings. As far as authority goes, the 4HK are third in the Demon Empire, underneath one or two (it's unclear) individuals that both the unofficial and official translations call "Guardian Kings" (though IMO, a closer translation would be Magistrate Kings), and above that is the Dragon Emperor themself. We don't know much about the power of the higher rankers (and the Guardian Kings might be more administrative, rather than powerful), though it's explained that the Emperor,

oh i see. my impression got me wrong because the first chapter is like making helck can get the highest rule of the demon land. and because of his achievement to beat the demon king, the human can breakthrough the stalemate of the war to steal one of the demon's land. i need to reread the series for now. the emperor never made an appearance even when the will of the world made a crack to the space itself so i just assumed he was already dead. the emperor is still the strongest then.

but helck is still the final boss of the series. he denied the will of the world from his childhood. he is stronger than his little brother whose the strongest human being. if only he met the emperor, i think he can beat him

It’s implied that the emperor is absurdly powerful, and also that he founded the empire of the dragon directly on the source of the will of the world to contain it- the empire’s purpose is to contain it so that the rest of the world can continue to exist.
Volundio is actually far in the complete opposite direction of the Human kingdom. The "human"-looking characters in this series are explicitly never referred to as such (minus a couple translation choices in the official release I have beef with...it doesn't happen in Japanese, at least...), and are instead called "Stoltessian". The current setting is distantly west of the Empire from Helck, whereas the Human kingdom was actually rather near the Empire's southeastern border.
”human” is complicated, but basically;
they’re all human- demons are the descendants of the ancients who modified themselves, vs unmodified base humans, ie the past human kingdoms, which have been declining for a number of reasons. In other words everyone in this is a “demon” but that distinction doesn’t really matter here
