I feel it’s a mix of both, as we saw in the past chapters, she’s been looking forward to nurturing the talents of her students, but also must consider the fact that this is a part of her duties as well, so she is also semi-forced to perform this role…?

Anyhow~

Lesty grew too quickly to feel satisfying. Timidness takes some time to sort out, especially when she wasn't leadership material. She hasn't coordinated people before. And she doesn't seem to be bluffing about her confidence in controlling the tower. Arguably she's been emotionally abused, and hasn't shown the emotional complexity of how she may deal with her abusers who she has a lot of power over. Each of which is an asset she can utilize for her own interests, whatever that is.
