Is Thoth planning something or is he actually a decent individual in the moon church somehow? I can't imagine any of the apostles we've been introduced to before giving instructions to disregard the official order to attempt to save people. It could be for human sacrifice I guess but usually the artist would give him some like, menacing glare or underhanded smile

Thoth could be the next "book store customer." It's been a while since a brand new person has come by. From a pragmatic perspective, it could be that going around looking for survivors actually means looking for witnesses. Unless the author really is just establishing Thoth as an upstanding character, they will find some survivors/witnesses, and who knows where that will lead.
