Based on mobuseka and the translated LN so far, yes, but the romance will be mostly glossed over. All the females he "rescues" are basically yanderes, kept only in check by the fact that he's far more powerful than them.

There's a hilarious section where he goes missing and his followers split into factions supporting different women, mostly because he refuses to touch any of them and get them pregnant for an heir. Culminates in a mass protest telling him to get Rosetta pregnant. Honestly, how long his refusal to lay hands on any of them drags on is my main annoyance with this story. I get it, he was traumatized, but literal centuries pass without that changing.

So how large is his harem? Aside from Rosetta, I assumed the maid & the knight are also included?

It's not that he's tsundere. He still has the trauma from his ex-wife. Up to the point I've read, he only had sex with Amagi who can't betray him. And from the way it was told, it seems it's an ongoing thing from the first few arcs.

Knight is definitely in the harem. I think there ends up being two knights that he rescues that become yanderes, though one of them heavily supports Rosetta too. There's two girls he picks up that learned the one-flash style, though their relationship is more master-disciple than romantic. Another poster said he had a child with Rosetta.... I dropped the LN before reaching that part because I was annoyed with how wishy-washy he had been, but might need to pick it up again. His daughter from his previous life also makes a brief appearance, not sure if she will be brought back. I think there was also a non-space-faring world that he saves where the queen or saintess was offered to him, can't remember.
