I imagine it's because necks are normally hidden by hair, so when women (or in this case femboys) tie their hair it's no longer hidden. It's like they're taking off a piece of clothing, or that's my theory.

It's not just that; necks are vulnerable and sensitive, with major blood vessels near the surface making it radiate heat. Also, the soft fluffy hair beyond the hair line is, well, soft and fluffy and therefore cute and nice to touch.
