I think it's a common technique in manga, they use what are called screentone to provide texture/shading

You can see it also on other people clothes like the highlight on the clan clothes, the doctor shirt, crow gloves and pants, and resina dress highlight

That's what I remember from reading Bakuman

It made a lot of sense when manga was drawn on paper, at one point I guess it became a style on it’s own, and now it’s replicated digitally purely for it’s artistic value.
But here, with how big this pattern (if we can even call it pattern) is, imo author was just lazy.

A mistery has no meaning if the mastermind has not appeared, and while Medis (the insect doctor) looks like a red hearing , I don't have enough faith on this story to pull a witty conclusion, to be honest.
