Yeah, this was like those idiots that think the way to cure phobias is to repeatedly jumpscare their victim with them.
Root will probably overcome his fear pretty well with the way things are set up right now. Not forcing any close contact with silverware and letting him eat with alternatives like his hands or wooden cutlery while customers are still using silverware in the periphery. A subtle exposure in an environment where he's happy and calm should overwrite the bad associations with silverware to good ones of the diner.
