The same page mentioned him "WENT OUT TO INSPECT THE VINEYARDS NEAR THE BORDER" meaning he knows enough about their vineyards to get sent out to check the damage.
And what she actually said was "He has no official work history" which would be more that someone else is taking responsibility for those jobs (probably dad) so even if the brother mess up he's not held accountable (which adds to her complaint how her dad is too soft on her brother later)
