Not really considering they have to walk to them. They do not have public transportation and every trip means minutes if not hours walking under the sun . Even in modern times people avoid going out during peak heat hours.

To visualize , based on google map 4 kilometers are about an hour walking. Those who have the means of transportation such as carriages are rich are enough for other cooling methods so they will only go there for a meal.

Outside is hot and they can only go stay there for few minutes not hours and they have to spend money. Eating even slightly warm meal is enough to feel hot (That is why she said they should have a summer meal in their menu)
