I get why but this time I'm a bit disappointed, I was expecting the MC to tell the president about it directly, yeah he is a bad liar so it is said implicitly, and why he wouldn't want to say "I can take levels and the adventurer traits entirely" because then he also should probably admit that he has the hypnosis skill too otherwise how does he proves that the entire class was stealing, but since EVERY PERSON in that class was an ass refusing to put effort, and the president is a stand-up guy who actually wants the best for both adventurers and normal people I think he would have understood and trusted the MC to make the right choice and probably even supported the idea of taking the trait of the problematic people, specially if the MC is now going to sell the trait, it could have been a "special program to awaken the dormant trait" in people pre-screened by the pres through interviews and tests.

As a source of resources, I wonder why the Ministry of Transport manages dungeons, rather than the Ministry of Self-Defense of Japan or even something like the Ministry of Energy. The latter is similar to the Department of Energy in the US, which manages the electricity grid and also nuclear bombs.
